Quality Assurance Service
Ensuring equipment quality through factory acceptance test oversight
Factory acceptance test oversight securing quality and on-time delivery
JERA's Quality Assurance Service carries out a review of inspection procedure, coordinates with manufacturers, and witnesses the test as an independent third-party inspection. The result: specification compliance and on-time delivery with lower project risk — built on 26 plants and 139 units constructed.
Issue
-
Lack of experienced personnel for factory inspections
-

OVERVIEW
What is Quality Assurance Service
JERA's Quality Assurance Service supports quality assurance and process management for equipment manufacturing in power plant construction projects. It is particularly suited to overseas projects facing geographical or time constraints, limited experience in factory inspections, or a need for technical due diligence support. Acting on behalf of the client, JERA reviews inspection procedures, coordinates with manufacturers, and witnesses Factory Acceptance Tests (FATs) from an independent, client-focused standpoint. Through these activities, JERA helps ensure equipment quality, compliance with purchase specifications, and on-time delivery. JERA's scope of services includes construction project progress management, technical due diligence, factory witness inspections, and manufacturing process and quality control.

CASE STUDY
Two transformers, delivered on spec and on time
CHALLENGE
A Chinese-made pair of main transformers: the IEEE-based test procedure had gaps (missing required test items), a 20-day schedule using only one test stand, and the buyer lacked staff for a long overseas assignment.
SOLUTION
JERA reviewed drawings and procedures in about a month, sent a Requirement Sheet to correct the gaps, and directed parallel testing on two stands. On site, it caught wiring that didn't match the drawings, a disconnection, and an unsafe practice during high-voltage testing — issuing corrective instructions.
RESULT
The test period was cut by about 30%. The manufacturer took two months to fix the defects, yet the transformers still arrived on schedule and fully compliant with the purchase specification.
