What is Plant Performance Evaluation Service
Plant Performance Evaluation Service is a KPI management service based on ISO 37160, the international standard for maintaining and improving the Quality of Thermal Power Infrastructure (QTPI). JERA evaluates the standard's 10 performance indicators, including availability, heat-rate increment, forced outage ratio (FOR), CO₂ emission intensity, and others, and benchmarks them against JERA-operated power plants in Japan. This helps identify operational strengths and weaknesses, visualize performance gaps, and provide objective insights that support plant optimization and continuous improvement.

CASE STUDY
A young plant with an old plant's outage rate
CHALLENGE
A plant running on its own in-house KPI method was seeing unplanned outages and lost revenue, but couldn't tell where to start improving — and wanted an objective third-party opinion.
SOLUTION
JERA evaluated the plant's ISO 37160 KPIs (availability, heat-rate increment, forced outage rate, CO₂ intensity) and benchmarked them against its own Japanese plants.
RESULT
Availability, heat rate, and CO₂ were on par, but the 5-year-old plant's forced outage rate was nearly double that of JERA's 20+-year plants — despite being far younger. Benchmarking exposed the real weakness (e.g. filter faults), giving a concrete path to optimize, with optional root-cause analysis and improvement recommendations.

The service is an evaluation and benchmark on the ISO 37160 basis, not a certification body's audit, so it does not itself confer certification. It does put your indicators onto the standard's definitions and calculation basis, which is the groundwork if you later pursue formal certification.

Yes, as follow-on support. The evaluation shows which indicator is weak and where the loss sits; root-cause investigation and permanent countermeasures — the path taken on forced outage rate in the case above — are then available as optional work.
