Submission and Public Review of the Primary Environmental Impact Consideration Document for the (Provisionally Named) Sodegaura Thermal Power Station New Units 1–3 Construction Plan2025/11/04

JERA Co., Inc. (“JERA”), in light of business conditions such as the electricity supply and demand outlook, is planning to construct new units 1 through 3 at Sodegaura Thermal Power Station. Today, in accordance with the Environmental Impact Assessment Act, JERA has submitted the Primary Environmental Impact Consideration Document for the (Provisionally Named) Sodegaura Thermal Power Station New Units 1–3 Construction Plan1 (the “Document”) to the Minister of Economy, Trade, and Industry, the Governor of Chiba Prefecture, the Mayor of Sodegaura City, the Mayor of Ichihara City, and the Mayor of Kisarazu City.

By replacing aging thermal power generation facilities with those that are state-of-the-art, JERA contributes to ensuring a stable domestic supply of electricity over the long term and to achieving a decarbonized society; at Sodegaura Thermal Power Station, JERA is planning the phased decommissioning and removal of Units 1–4 and the construction of New Units 1–3. By adopting the latest high-efficiency combined cycle power generation system (with gross thermal efficiency of approximately 64%2) for New Units 1–3, the plan aims to reduce carbon dioxide emissions. In addition, when the plan has been implemented, the environmental burden due to smoke and warm wastewater is expected to be lower than for operations at the existing facilities.

The Document summarizes the results of deliberations concerning environmental conservation issues to be considered at the project planning stage. On 5 November the Document will be posted to JERA’s website and made available for public review at the related administrative agencies listed in Attachment 2.
Those with opinions about the Document from an environmental conservation standpoint may submit them to JERA via post or drop them in the boxes available at the locations for public review.

JERA will continue to move forward with procedures in accordance with the Environmental Impact Assessment Act under the guidance of the Ministry of Economy, Trade, and Industry and other related authorities and with the benefit of input from the local community.

Notes:
1    The first of four phases stipulated under the Environmental Impact Assessment Law
2     Thermal efficiency is based on Lower Heating Value (LHV)
