Submission, Public Inspection, and Explanatory Meetings on the Environmental Impact Assessment Scoping Document for the (Provisionally Named) Sodegaura Thermal Power Station New Units 1–3 Construction Plan2026/07/16
JERA Co., Inc. (“JERA”), considering business conditions including the outlook for electricity supply, is planning to construct new units 1 through 3 at Sodegaura Thermal Power Station.
Today, in accordance with the Environmental Impact Assessment Act and Electricity Business Act, JERA has submitted the Environmental Impact Assessment Scoping Document for the (Provisionally Named) Sodegaura Thermal Power Station New Units 1–3 Construction Plan1 (the “Scoping Document”) to the Minister of Economy, Trade, and Industry, to the governor of Chiba Prefecture, and to the mayors of Sodegaura City, Ichihara City, and Kisarazu City.
The plan is a facilities renewal plan involving the phased decommissioning and removal of Sodegaura Thermal Power Station Units 1–4 and the construction of New Units 1–3.
By adopting the latest high-efficiency combined cycle power generation system (with gross thermal efficiency of approximately 64%2) for New Units 1–3, the plan aims to reduce carbon dioxide emissions. In addition, when the plan has been implemented, the environmental burden due to smoke and warm wastewater is expected to be lower than for operations at the existing facilities.
The Scoping Document, based on opinions received during the Primary Environmental Impact Consideration Document procedure, describes items to be addressed in the Environmental Impact Assessment as well as its survey, forecast, and evaluation methods. On 17 July, the Scoping Document will be made available for public inspection at the administrative agencies listed in Attachment 2 and publicized on the JERA website. Explanatory Meetings will be held on 31 July and 1 August.
People with opinions on the Scoping Document from the standpoint of environmental conservation are invited to submit them via post to the address listed in Attachment 2 or to drop them in boxes available at the public inspection locations.
JERA will continue to move forward with environmental impact assessment procedures under the guidance of the Ministry of Economy, Trade, and Industry and other related authorities and with the benefit of input from the local community.
