Selected as an Offshore Wind Power Generation Operator in the Sea of Japan Offshore Aomori Prefecture (Southern Side of the Prefecture)2024/12/24
JERA Co., Inc.*1 (“JERA”), Green Power Investment Co., Ltd.*2 (“GPI”), and Tohoku Electric Power Co., Inc.*3 (“Tohoku Electric”), through a consortium led by JERA, applied to operate an offshore wind power project in the Sea of Japan offshore Aomori Prefecture (southern side of the prefecture) (the “Project”) under the Act on Promoting the Utilization of Sea Areas for the Development of Marine Renewable Energy Power Generation Facilities, and were selected as the Project’s business operator by Japan’s Ministry of Economy, Trade, and Industry (“METI”) and Ministry of Land, Infrastructure, Transport, and Tourism (“MLIT”).
This project is one of the largest offshore wind power generation projects in Japan, with a planned power generation capacity of 615MW, and is expected to begin operations in June 2030.
JERA is the largest power generation company in Japan, with a long track record in the operation and maintenance ("O&M") of numerous power plants, as well as extensive experience and expertise in offshore wind power generation in Taiwan and Europe. Going forward, JERA aims to enhance its expertise and strengthen its competitive fundraising capabilities through JERA Nex bp, a top-tier global offshore wind joint venture with BP*4, which is planned to launch in September 2025. GPI is a renewable energy company with experience in development, construction, and O&M both domestically and internationally. By leveraging its local development capabilities, GPI has managed the entire process—from development to O&M—for projects exceeding 500 MW in Japan, including the Ishikari Bay New Port Offshore Wind Farm and Wind Farm Tsugaru, one of the largest onshore wind farms in the country. Tohoku Electric is a power company with over 70 years of experience in the construction and O&M of power plants in the Tohoku and Niigata regions, building trust with the local community by providing a stable power supply.
Leveraging their respective expertise and strengths to create synergies as a consortium with sufficient capabilities and achievements, the three companies will realize a long-term, stable, and efficient power generation business.
As the consortium develops the Project, it will respect the Report on the Opinions of the Council on the Sea of Japan Offshore Aomori Prefecture (Southern Side of the Prefecture) and proceed based on the principles of coexistence and co-prosperity with local communities and the fishing industry.
As this Project is a long-term initiative, the consortium will continue to provide clear explanations to ensure understanding among the local community and relevant stakeholders, seek their cooperation, and contribute to the development of both the local and national economies, while also supporting the Japanese government’s goal of achieving carbon neutrality by 2050.
